Background：
Police Wireless cluster communication system is an important part of Police Command and Dispatch system. It has become the essential communications means, such as relief and rescue, disposal of sudden and mass incidents, traffic management, social security, criminal investigation techniques, major defense activities and other everyday policing.
Currently, the most applications in public security organs are still analog cluster system. With the increased applications, analog technical defect has gradually emerged:
（1）Spectrum utilization is low. Police resources are insufficient frequency
（2）Voice quality is unstable and lack of anti-jamming capability. Dispatch instructions can not be communicated timely and accurately.

Client Requirement：
Public Security Bureau(PSB) in the actual work require the following functions: setup a network from PSB command center to all police officers, to achieve bypass command from command center to base team, basic command from PSB to district PSB center, specialist command including full grade duty command communications, security, traffic management, level command such as district public security (sub) Bureau and PSB authority.
